The Complete Streets, Complete Networks Design Manual combines the physical planning of infrastructure with an institutional understanding of project management, funding, and prioritization.

The purpose of this manual is to provide guidance on the implementation of Cook County Department of Transportation and Highways Complete Streets policy, but design standards included in the manual can be used by a wide variety of communities.

The manual presents a structure for evaluating roadway design, mode prioritization, network optimization and place making. It culminates in the establishment of baseline processes for bringing Complete Streets policy to fruition.
